Daniel Llort Mac Donald is a seasoned civil engineer with more than 20 years of experience in road asset management and performance-based maintenance systems. He currently works as the Area Manager for the Quality Management Contract with the Ministry of Transport and Logistic Services in the Kingdom of Saudi Arabia, through APPLUS+ Arabia and the Roads Maintenance Department.

From 2012 to 2022, he worked as Project Manager for the Ministry of Energy and Infrastructure in the UAE, where he led the implementation of pavement and asset management systems and supported the certification of ISO 55000 standards. He contributed to the design of national strategies, performance monitoring, budgeting, road safety analysis, and the introduction of high technologies like mobile inspections, ITS stations, and dynamic weighing systems.

Since 2023, in Saudi Arabia, he has managed the monitoring of 62 performance-based maintenance contracts covering over 75,000 km of roads. His responsibilities include implementation of infrastructure management systems, database development, KPI analysis, and strategic planning aligned with Vision 2030. He also promotes the integration of drones, AI, and IoT into the maintenance process in coordination with various stakeholders.

Daniel is known for his ability to understand client needs, organize both strategic and operational teams (up to 200 members), and apply emotional intelligence and high technology to increase productivity and achieve objectives. He is the recipient of the CONTECH Star of the Year 2024 award and author of multiple articles in Spain, Mexico, and the USA. He has spoken at over 20 international conferences, including PIARC, IRF, Gulf Traffic, and academic institutions in the GCC and the Americas.

He holds a Ph.D. in Construction Engineering (Structural Pathology) from Madrid Polytechnic University and has also completed programs in Environmental Management and Soil Mechanics. He speaks Spanish (native), English (advanced, IELTS 8/9), and has working knowledge of French and Portuguese.
